Tanzania Reports TZS307.8bn in Gaming Taxes Amid Digital Shift

Tanzania's gambling sector delivered TZS307.8bn in tax revenue for the financial year ending June 2026, reflecting the industry's ongoing digital transformation. The rise in online gambling, fuelled by broader access to smartphones and digital payments, is reshaping the market and creating new regulatory challenges.

Digital Growth Drives Revenue and Regulatory Pressure

Online gambling has become a primary growth driver for Tanzania's gaming industry, according to the Gaming Board of Tanzania. The shift from traditional brick-and-mortar casinos and slot machines to online platforms has accelerated revenue generation. However, this transition has also increased the risk of unregulated activities, including illegal gaming machines and unauthorized websites.

To address these challenges, the Gaming Board is collaborating with the Tanzania Communications Regulatory Authority and the Police Cybersecurity Bureau. Plans are underway to develop in-house technical tools aimed at blocking unlicensed online platforms from the market.

Stronger Oversight for Land-Based Gaming Machines

In addition to online enforcement, the government is reviewing its approach to land-based gaming machines. A revenue-sharing agreement between central and local governments is being finalized to improve oversight and coordination. The authorities have also paused the issuance of new gaming-machine licences to foreign operators while assessing their impact. A real-time monitoring system for gaming machines is currently in development to enhance supervision.

Enhancing Player Protection Mechanisms

The regulator is prioritizing improvements to player protection, particularly regarding self-exclusion. The current system relies on manual checks and operator cooperation, which the Gaming Board considers insufficient. Plans are in place to establish a central database of self-excluded players, aiming to create a more robust and reliable framework for responsible gambling.

Why This Matters for Stakeholders

For operators, affiliates, and suppliers, Tanzania's evolving regulatory landscape signals a need for increased compliance and adaptation to stricter oversight—especially for online offerings. The introduction of new monitoring tools and a central self-exclusion database will likely require operational adjustments. Regulators are focusing on both revenue generation and consumer protection, indicating a more comprehensive approach to market supervision.
