Brazil's Betting Ban Sparks Surge in Unauthorized Sites

Recent data from Bet Legal and Blask reveals a notable rise in unauthorized betting sites and an increase in interest for offshore operators following Brazil's online betting prohibition.

Since the ban was enacted on September 25, there has been a significant uptick in the number of unauthorized domains and a growing consumer interest in offshore betting options. Bet Legal, which monitors betting domains in Brazil, and iGaming analytics firm Blask, which assesses consumer search demand, have both reported these trends. Other monitoring systems and government data align with these findings, although they do not quantify the actual wagering that has shifted to offshore platforms.

On September 25, Brazilian President Luiz Inácio Lula da Silva signed a provisional measure that immediately banned all sports betting and online casinos. Customers were given until October 5 to withdraw their funds before licensed platforms ceased operations on October 6. For the ban to become permanent, it must be approved by Congress.

Bet Legal's analysis indicates a dramatic rise in unauthorized betting domains right after the ban, stabilizing at around 1,000 domains. The platform, managed by Iron Security, recorded 381 unauthorized domains by the end of September 25. This number surged to 726 the next day, then to 799 on September 27, and reached a peak of 1,071 on September 29 before slightly declining to around 1,000 by October 2. This represents an approximate 181% increase from September 25 to the peak on September 29.

It is important to note that these figures reflect end-of-day inventories rather than a cumulative count of newly discovered sites. Daily variations indicate the number of domains entering the monitored inventory minus those that have exited.

Blask's data offers a different perspective by focusing on consumer demand rather than the number of available websites. Offshore brands constituted 3.4% of Brazil's iGaming demand on September 24, the day before the ban. This share increased daily, reaching 9.9% by September 29, and climbed to 11.3% on September 30, marking the highest level since Brazil's regulated market began in January 2025.

This 7.9-percentage-point increase signifies that the demand for offshore operators has more than tripled compared to pre-ban levels. However, it is crucial to understand that this figure does not represent actual offshore betting revenue, player accounts, or the betting handle. The Blask Index is a search-demand indicator derived from geo-tagged data from Google Keyword Planner and Google Trends, which identifies positive consumer intent through filtered queries.
