Back in 2001, Kelly supported the passage of the Interactive Gambling Act, which regulates online gambling. In September 2025, the ACMA regulator issued an official warning to LuckyBet for alleged violations of this law.
Documents from the Curacao regulator CGA indicate that when applying for a license in March 2024, Kelly was a major shareholder and the chief compliance officer of the operator, a situation noted by CGA staff as a conflict of interest. Her son, Ian Park, was listed as the director and second major shareholder.
By the end of 2025, the CGA revoked LuckyBet's license; however, the online casino's website continues to operate.
