Brazil to Release 25,000 Documents on Betting Licenses

The Brazilian Ministry of Finance is set to unveil over 25,000 documents related to the licensing of fixed-odds betting operators, making previously confidential regulatory files accessible to the public.

This announcement was made by Finance Minister Dario Durigan, who was joined by Daniele Cardoso, the head of the Secretary of Prizes and Betting (SPA), the body responsible for regulating the betting sector.

Durigan emphasized that this move signifies a new direction for the federal government in promoting public access to information. He stated, “My commitment, like President Lula’s, is to ensure transparency. This government does not operate in secrecy and does not intend to withhold information from the public.”

All finalized cases involving regulated betting firms will be made publicly available, marking a departure from previous practices of confidentiality.

Before the documents are published, they will be processed to eliminate personal information and any data protected by confidentiality laws. Sensitive information will be redacted to comply with data protection regulations.

The ministry highlighted that this approach aims to safeguard individual privacy while ensuring transparency in public decision-making and regulatory assessments. This change follows prior restrictions that kept betting-related information under wraps for extended periods.

A collaborative task force with the Comptroller General of the Union will expedite the review and release of these documents. Once approved, they will be accessible on the Brazil Ministry of Finance's website.

Cardoso also confirmed that monitoring and enforcement measures are being enhanced in light of the upcoming FIFA World Cup.

Authorities have convened coordination meetings with public prosecutors, consumer protection agencies, and Procons to strengthen compliance across the betting industry. The focus will be on advertising regulations and standards set forth under Law No. 14.790/2023, especially those related to marketing and commercial communications.

“We are intensifying our monitoring and oversight efforts during the tournament,” she remarked. “We have already advised regulated entities on the necessity of strict compliance with the responsible gaming regulations outlined in the legislation, and we will increase scrutiny of advertising campaigns.”

The inaugural Responsible Gaming Seminar is scheduled for June 16.
