Waukegan's long-awaited casino initiative took a significant step forward on Wednesday as Full House Resorts commenced construction on the permanent American Place Casino. This ambitious project is projected to exceed $300 million in costs, with an anticipated opening in 2028, and is expected to generate hundreds of jobs in both construction and permanent positions.
The new casino will span 200,000 square feet across 42 acres, located to the east of the current temporary facility. Plans for the casino include 1,300 slot machines, 80 gaming tables, and three full-service dining establishments. Jeff Babinski, Vice President of American Place, indicated that the completed casino will provide employment for over 700 individuals.
When factoring in the temporary casino already in operation, the total investment for the project approaches $500 million. Babinski noted that the existing temporary facility and its infrastructure cost approximately $150 million, while the new permanent casino is expected to surpass $300 million.
The temporary American Place Casino, which opened its doors in February 2023, is currently in its third year of operation. Housed within a large white tent that covers 100,000 square feet, it features 905 slot machines and 43 gaming tables.
Originally slated to operate until August 2027, the temporary casino received an extension to remain open during the construction of the permanent facility due to a lawsuit from the Forest County Potawatomi Community that affected the development timeline.
Waukegan Mayor Sam Cunningham characterized the casino as one of the largest economic development ventures in the city’s history. During the groundbreaking ceremony, he stated that the project would create 400 construction jobs and contribute to new revenue streams for the city.
“We understand that if we want to continue to progress, not only for Illinois but for our city, we must foster economic opportunities,” the mayor remarked.
Cunningham highlighted that the push for a casino in Waukegan began in 1992 and has persisted through various mayoral administrations. He pointed out that northeast Lake County has lagged in economic development compared to other areas in the Chicago region, and that the casino could play a crucial role in Waukegan’s revitalization and attract additional investments.
“Our state legislators and governor have implemented strong preventative measures,” the mayor noted. “There is a process in place to manage that.”
Phase 1 of the development, as outlined during the event, will focus on the construction of the full permanent casino. Cunningham also acknowledged concerns regarding gambling addiction, recognizing the potential risks to the community. He emphasized that officials cannot overlook the impact on some individuals but highlighted existing support systems and recent legislative efforts.
Senate Bill 2749, which passed both legislative chambers in May, expands Illinois’ Substance Use Disorder Act to include services for individuals facing gambling disorders.
