In Ukraine, the total volume of top-ups for gambling accounts reached $3.62 billion in 2025, according to data published by Verkhovna Rada Deputy Nina Yuzhanina, based on figures from the National Bank of Ukraine (NBU).
The key figures highlighted by iGN include:

- $9.92 million — average daily top-up volume
- $2.41 billion — total winnings payouts (66% of the total top-ups)
Yuzhanina questions the actual origin of the winnings payouts amounting to $2.41 billion, citing NBU data on transfers to cards that do not match the top-up cards, as well as atypical and large transactions. The deputy points out the government's five-year inaction regarding the implementation of a state online monitoring system for the gambling market, the widespread use of drop accounts for fund withdrawals under the control of the operators themselves, and the fictitious nature of established limits on gaming time and spending. According to Yuzhanina, this situation creates risks of money laundering and leads to budget losses.
