PAGCOR Plans December Launch of Licensed iGaming Operator App

The Philippine Amusement and Gaming Corporation (PAGCOR) is aiming to launch a new app in December that will guide players to licensed iGaming operators. The initiative is part of PAGCOR's ongoing efforts to combat illegal online gambling in the Philippines.

App Development and Oversight

PAGCOR's board of directors approved the development and implementation of the platform on 8 October. The Development Bank of the Philippines Data Center (DCI) has been selected to develop, operate, and maintain the app. Before full deployment, DCI is required to present a proof of concept for PAGCOR's evaluation. This will be followed by a six-month assessment period focusing on platform features, system architecture, security, and feasibility. PAGCOR retains the right to end the agreement if DCI does not resolve any issues identified during the evaluation.

Long-Term Partnership

Once the platform passes the evaluation, DCI will take charge of its ongoing operation and maintenance. The initial agreement between PAGCOR and DCI is set for a five-year term, reflecting a long-term commitment to the project’s success and sustainability.

Efforts to Tackle Illegal Gambling

The app is a key part of PAGCOR's broader strategy to direct consumers to authorised operators and curb illegal online gambling. PAGCOR is collaborating with several government agencies, including the Department of Information and Communications Technology, the National Telecommunications Commission, and the Cybercrime Investigation and Coordination Center, to strengthen enforcement against unlicensed online gambling activities.

Implications for Industry Stakeholders

This development is significant for operators, affiliates, and suppliers, as it aims to channel players towards licensed platforms, potentially increasing regulated market activity. For regulators, the app represents an additional tool to distinguish legal offerings from unauthorised ones. The project also aligns with PAGCOR’s ongoing efforts to separate its regulatory and commercial casino operations, a move that may further clarify the regulatory landscape in the near future.
