The Italian regulator ADM has issued a clarification to all licensed iGaming operators, distinguishing between bonuses and promotions following complaints from consumer associations regarding their use by operators.

According to the ADM clarification, bonuses are explicitly provided for and regulated by industry legislation, making them legal. In contrast, promotions are considered unregulated commercial practices aimed at promoting games and are therefore prohibited.

Under the concession agreement, operators are required to publish on their websites the characteristics of bonuses, rules for their use, and all relevant information for players. The guidelines for informing about bonuses are determined by the regulatory authority AGCOM, which oversees the application of the Decreto Dignità that banned gambling advertising. Information messages from legal operators, including details about bonuses, are not subject to the ban as long as they maintain restraint, transparency, do not mislead, and are not promotional in nature.
