The German gambling regulator, GGL, has reported significant findings from its five years of operation since its establishment in July 2021. According to a recent scientific study, the legal segment now accounts for 77% of the online gambling market.
Key data highlights include:
- 129 โ licensed operators on GGL's whitelist
- 229 โ approved iGaming websites
- 600 โ inspections of licensed operators planned for 2025
- 2 โ licenses revoked since the regulator's inception
- 5.3 million โ registered players in the LUGAS oversight system by the end of 2025
In the fight against illegal operators, GGL has opened:
- 700 โ cases to ban illegal operators since its establishment
- 287 โ cases in 2025 alone
- 6,300 โ websites checked for signs of illegal gambling and advertising
- 1,843 โ websites of 254 illegal operators blocked in Germany by the end of 2025
- 178 โ websites denied access to major payment services by the end of 2025
GGL suggests utilizing the ongoing review of the GlรผStV 2021 gambling law to make regulations more flexible and expand the regulator's authority, as the market evolves faster than legislation. They emphasize that a significant portion of the online gambling market remains unregulated, and addressing this issue is one of their key objectives.
