Florida's efforts to combat illegal gambling are ramping up, with regulators noting that some operators are re-emerging following enforcement actions. Local governments are also equipping themselves with new tools to tackle unauthorized gambling activities.
On Tuesday, the Manatee County commissioners unanimously passed a new ordinance aimed at targeting unlicensed simulated gambling devices. This move is part of a broader initiative as Florida intensifies its measures against illegal gambling.
The new ordinance comes amid ongoing enforcement actions in Southwest Florida, highlighting a persistent issue: illegal gambling operators often relocate or resume their activities after being raided.
In an interview with Gambling Insider, the Florida Gaming Control Commission (FGCC) acknowledged that this trend poses a significant challenge. They emphasized that implementing stricter criminal penalties is a key legislative focus, and they are actively engaging with lawmakers and stakeholders in preparation for the 2027 session.
Although lawmakers nearly succeeded in strengthening gambling laws this year, a comprehensive gambling package ultimately did not pass before the session concluded.
The crackdown on illegal gambling has seen a notable escalation since 2025. The FGCC reported seizing 6,725 illegal slot machines and confiscating $14.47 million that year, a dramatic increase from the 1,287 machines seized in 2024, with confiscated funds more than doubling from $7.11 million.
In 2026, enforcement actions have remained high, with the FGCC reporting the seizure of 3,959 illegal slot machines and $3,147,069 in illicit funds thus far. In July, the commission disclosed that it had closed down 184 illegal gambling arcades and made 177 arrests over the past year.
Specific operations illustrate the scale of the crackdown. Southwest Florida has been a major focus, with a June operation resulting in the seizure of 479 machines in Lee and Collier counties, and a May operation taking 265 machines from Manatee County. In July, 34 machines were confiscated in Bradenton, while Sarasota County saw 69 machines seized in May and another 76 in August.
Additionally, a multi-county crackdown in February led to the seizure of 525 machines across 39 locations, while 231 machines were confiscated in Lake County in January and 163 from two St. Petersburg arcades in September.
These figures reveal two important realities: Florida has significantly intensified its enforcement efforts, yet the ongoing discovery of large illegal operations indicates the extensive nature of the underground market.
Brown, speaking to Gambling Insider in June, highlighted the core issue: penalties for illegal gambling are currently treated as misdemeanors rather than felonies. This distinction allows some operators to view fines and confiscated equipment as merely a cost of doing business.
The FGCC confirmed that this issue continues to be a concern, noting that some illegal gambling operators still relocate or resume their activities after enforcement actions. This situation underscores the challenges facing Florida's regulatory landscape.
Florida does possess the authority to conduct raids on illegal slot operations, as existing Chapter 849 provisions prohibit the possession and operation of such machines. The state's definition of illegal gambling is broad enough to encompass devices that involve chance or unpredictable outcomes for players.
