Brazilian Regulator Fines Blaze $448K for Underage Advertising

The Brazilian Secretariat for Prizes and Betting (SPA) has fined the operator Blaze (Foggo Entertainment) $448,000 for advertising involving minors or targeting them. This was reported by Estadão.

The regulator identified 33 videos published between March and July 2025 as part of a partnership with influencer João Caetano, who has over 15 million subscribers on YouTube and 3 million on Instagram. These videos violated betting laws, responsible gaming norms, and the Child and Adolescent Statute (ECA).

SPA placed the responsibility solely on the operator and not on the influencer, asserting that it is the operator's duty to comply with legislation and oversee the entire promotion chain. Blaze stated that they terminated the contract with Caetano as soon as they learned of the violations. However, the regulator found that the influencer acted according to the company's briefing and standards, and the videos remained publicly accessible for about four months.

The investigation was initiated following a complaint from the non-profit organization Instituto Alana. Foggo Entertainment has the right to appeal the decision within 10 days of notification.
