Oversight of the Legal Market:
946 million $21.7 million β fines imposed on gambling organizers for violations of the relevant law.
34 β planned inspections of gambling organizers scheduled for 2026 following the restoration of regular state oversight.
Combating Illegal Advertising:
5.2 million $119 thousand β fine for FC Shakhtar for advertising gambling with images of individuals under 21 years old on the club's website.
42 β social media pages with illegal gambling advertisements have been submitted for blocking.
An online tool has been launched for filing complaints about illegal advertising on social media, websites, TV, radio, and other media or public places.
Blocking the Illegal Segment:
300 β websites with illegal gambling identified and submitted for blocking to the National Commission for Electronic Communications (NCEC) through the Illegal Website Tracking System.
Licensing (Budget Revenues):
Over 54 million $1.24 million β 136 new licenses issued in April.
Over 33 million $757 thousand β 1 license for an online casino.
Over 1 million $22.9 thousand β 2 licenses for B2B companies.
State Online Monitoring System (DOMS):
11 β gambling organizers connected to the DOMS as part of the pilot operation of the first phase of the system.
Fall 2026 β launch of the second phase of the DOMS for in-depth monitoring of operations within each game.
The Ministry of Digital Transformation of Ukraine has initiated a large-scale study on the impact of gambling on Ukrainians. The implementation is handled by the Responsible Gaming Center with the support of the Association of Gambling Business Operators. Initial results will be published in May, and a full report is expected in August.
