The Philippine regulator PAGCOR issued a memorandum on May 7, introducing changes to the terms of Cash Rebate and Cashback bonus programs. This document is directed at iGaming operators, gaming system administrators (GSA), licensed integrated casino resorts, affiliates, and providers of payment, compliance, and infrastructure services. Limits:
- 1.5% — the maximum rate for the Cash Rebate program based on the player's turnover or deposit (at the operator's choice) for slots, sports betting, electronic bingo, and electronic lottery-type games.
- 15% — the maximum rate for the Cashback program based on the player's net loss for all types of games.
- For other games not included in the 1.5% limit list, the Cash Rebate rate will be individually agreed upon by PAGCOR's Licensing Department (EGLD), considering the RTP.
- The Cash Rebate and Cashback programs cannot be combined with other cash promotions in a way that exceeds the maximum rate.
Programs approved before May 7, 2026, that do not comply with the new rules may continue to operate until the end of their approval period, but no later than May 15, 2026. Extensions, re-approvals, or changes to such programs after the transition period are not permitted. Implementation without approval or exceeding the rate will result in regulatory measures.
