Starting August 1, Bulgaria has implemented a licensing regime for affiliates, regulating the acquisition of a license from the National Revenue Agency (NAP) for promoting gambling activities. This requirement applies to all affiliates whose compensation is tied to results, including the number of players attracted, deposits, or bets placed.
Amendments to the Gambling Act introduced a two-component state fee: an annual fee of €6,000 and a variable fee of 10% of the commission earnings. This fee is withheld and remitted to the NAP by the operator, who acts as a tax agent for the affiliate.
The NAP has also been granted the authority to block websites, mobile applications, social media profiles, and streaming platforms of unlicensed affiliates. Internet service providers are required to block access to such resources within 24 hours after the NAP publishes its decision.
To obtain a license, the law does not require Bulgarian registration; however, foreign companies and individuals, including sole proprietors, must have an authorized representative with an address in Bulgaria.
