Nevada Gaming Control Board Recommends Licensing for Three Executives

On Wednesday, the Nevada Gaming Control Board unanimously recommended licensing for three prominent gaming executives associated with upscale Las Vegas establishments, as reported by the Las Vegas Review-Journal.

The board's recommendations include Jacqui Krum, who serves as the executive vice president, general counsel, and manager at Wynn Resorts; Vladimira Mircheva, the chief financial officer and executive vice president of Bally’s; and Carlos Castro, the president, secretary, and treasurer of Resorts World Las Vegas.

These endorsements came after the board conducted suitability hearings for each candidate. The final decision on licensing will be made by the Nevada Gaming Commission at its meeting on March 26.

During her hearing, Mircheva highlighted that managing Bally’s various projects across different markets will be one of her key challenges. She reports directly to the chairman of Bally’s, Soo Kim.

Bally’s is currently collaborating with the Athletics on a development linked to a Major League Baseball stadium set to be built at Tropicana Avenue and Las Vegas Boulevard. Additionally, the company is working on opening Chicago’s first casino and has secured a license to create a casino resort in New York.

“We’re actively engaged in finding partners and working with our landlord in Las Vegas,” Mircheva stated. “There’s obviously a capital commitment under an LOI (letter of intent) there, which has only partially been funded.”

The development at Bally’s Las Vegas is anticipated to unfold in phases, potentially featuring a hotel with 3,000 rooms.

“Bally’s has announced a plan to create a retail, entertainment, and dining complex that we believe will be highly appealing, considering our fantastic location on the Strip,” Mircheva added.

“We foresee great opportunities for billboards, signage, and advertising for various retailers, along with a bustling shopping center that will attract significant foot traffic driven by the Athletics. We are looking at possibly constructing two hotel towers with 3,000 rooms and 500,000 square feet dedicated to retail, entertainment, and dining.”

The completion of the stadium is anticipated before the commencement of the 2028 baseball season.

Krum is set to take over from Ellen Whittemore, who retired last year after announcing her planned departure in September 2024. Whittemore is a notable member of the Gaming Hall of Fame.

Originally from South Africa, Krum previously held a similar position at Encore Boston Harbor and was involved in the resort’s opening in June 2019.

Krum informed regulators of her intention to move to Las Vegas. Her role will also require quarterly visits to the company’s properties in Macao and Wynn Mayfair in London.

The London property was acquired in January 2025 and serves as a feeder market for the $5.1 billion Wynn Al Marjan Island Resort development in the UAE, which is set to open in 2027.

Castro received a recommendation for approval without appearing before the board. Regulators recently completed a thorough review of anti-money laundering compliance procedures at Resorts World.

This review occurred when former Nevada governor Brian Sandoval and former Gaming Control Board chairman A.G. Burnett were licensed as board members of the resort in February.

The parent company of the property faced a fine in 2025 after allowing gamblers with connections to illegal bookmaking to play at the casino.
