The administration of Brazilian President Luiz Inácio Lula da Silva is reportedly drafting a Provisional Measure that may introduce new limitations on betting operators and could potentially ban certain segments of the industry. Local media has reported that Lula personally supports the idea of abolishing sports betting in Brazil.
In his own words, Lula stated, "I would personally end betting. I believe it is detrimental to society. However, as the President, I must ensure that decisions are made in a manner that maintains the political, economic, and social stability of our nation," as cited by CNN Brazil.
These remarks followed a meeting held last week at the Planalto Palace, which included representatives from various economic sectors, civil society organizations, experts, and artists. Notably, betting companies were absent from this gathering. Lula mentioned that the government is nearing a decision.
“We need to act as a state, whether that means taking drastic measures or not. I called this meeting to gauge public opinion. Two-thirds of the decision has already been made; this meeting was necessary to finalize it,” he concluded.
The government is weighing options that range from measures targeting illegal betting to possibly banning entire sectors. Online casinos and certain types of sports betting are currently under review.
While some aides to the president are evaluating the implications of these restrictions, others within the government advocate for a more measured approach. The Ministry of Finance, which has been responsible for regulating the sector in recent years, is pushing back against more stringent measures.
The initiative is being prepared as a Provisional Measure to ensure immediate implementation. Internal assessments suggest that a traditional bill would face significant opposition in the National Congress and would likely not pass before upcoming elections.
The next significant legislative session is anticipated in October, with the current focus in Congress being a proposed constitutional amendment to alter the 6x1 work schedule.
The Civil House is spearheading discussions on the measure's content, which is still in the final stages. Sources from the Planalto Palace indicate that the government plans to present the text to the National Congress during the week starting September 6. The proposed restrictions also come amid increasing political pressure on Lula, with less than 30 days remaining before elections. According to internal polling from the PT, reported by journalist Lauro Jardim in O Globo, Lula's approval rating has hit its lowest point in the past year.
Internal campaign surveys reveal that three out of four Brazilians are against betting, with opposition notably stronger among women and youth, demographics that are crucial for Lula's reelection efforts.
A survey by AtlasIntel, conducted in April, found that 63.2% of respondents believed online gambling harms society, while 70% felt it has significantly contributed to financial distress among families. When asked about the source of gambling's growth in Brazil, the largest group of respondents, 35.3%, pointed to Lula's government.
An editorial from Estadão titled "At the mercy of the polls" suggested that the government's actions are heavily influenced by electoral dynamics.
Within the administration, officials have also connected the rise of gambling to increasing household debt and have noted that this issue may be adversely affecting public perceptions of Lula's third term. Additionally, there has been a reported rise in gambling addiction throughout the country.
