Ukraine's Prosecutor General Investigates Online Gambling Oversight

On April 2, the Office of the Prosecutor General of Ukraine initiated an investigation based on a request from Daniil Hetmantsev, the head of the Verkhovna Rada Committee on Finance. The investigation pertains to potential violations of legislation by officials from the Ministry of Digital Transformation and the PlayCity regulator regarding the operation of the State Online Gambling Monitoring System (DOSM).

The Prosecutor General's Office has entered information into the Unified Register of Pre-Trial Investigations under Part 2 of Article 364 of the Criminal Code (abuse of power or official position). The investigation has been assigned to detectives from the Bureau of Economic Security.

According to Hetmantsev, the absence of the DOSM costs the state approximately 20 billion UAH (around $461 million) annually. The deputy's appeal to the Prosecutor General also addressed possible abuse of power in the transfer of DOSM's technical administrator functions to the state enterprise DIYA and the inflated costs of its services.
