The French online gambling market has reached a Gross Gaming Revenue (GGR) of €2.62 billion in 2025, reflecting an 8.5% year-on-year growth, according to the annual report released by the national gaming regulator, ANJ (Autorité nationale des jeux).
The online segment, which includes sports betting, poker, and horse racing (with online casinos being illegal in France), accounts for 18.5% of the total GGR of €14.1 billion. Here are some key insights from the report regarding the online segment:

According to ANJ, the growth of the online segment in 2025 occurred in a year without major sporting events comparable to the Euro and the 2024 Olympics, indicating the market's ability to grow outside the sports calendar. The regulator also notes that the decline in average stakes in poker and horse racing, alongside an expanding player base, may reflect the entry of a more casual audience through multi-activity.
Sports betting remains the core of France's online market, increasing its share of GGR to 68% (up from 62% in 2023). Poker has resumed growth solely due to tournament formats amid a decline in cash games. The horse racing segment showed the highest turnover growth in three years, aided by an expanding base through multi-activity.
