Evolution Settles with UKGC Over Unlicensed Game Access

Evolution has reached a settlement of £4.75 million ($6.4 million) with the U.K. Gambling Commission (UKGC), bringing closure to a license review that commenced in December 2024. This review was initiated due to claims that Evolution's games were accessible via unlicensed gambling platforms for British players.

In an official statement, Evolution clarified that the investigation mainly revolved around two operators who had made its content available on six websites lacking U.K. licenses. The company noted that these operators actively circumvented existing regulations.

Upon identifying the issue, Evolution promptly severed ties with the two operators. The UKGC's extensive review, lasting nearly 19 months, ultimately revealed no evidence of widespread unlicensed access to Evolution's games in the U.K.

During this process, Evolution maintained full cooperation with the UKGC and has since enhanced its compliance measures to prevent unauthorized access. The company has implemented advanced ring-fencing strategies and continues to invest in technical and legal solutions to combat unauthorized distribution.

CEO Martin Carlesund expressed the company's commitment to compliance, stating, “It is unacceptable that Evolution content was available on six unlicensed sites in the regulated U.K. market. We do not want traffic from unlicensed operators and will act swiftly to rectify any such issues.”

The review was publicly disclosed in December 2024, which led to a significant drop in Evolution's stock price by over 11%. Although the U.K. represented only about 3% of Evolution's revenue at that time, investors were concerned about potential penalties and wider regulatory implications.

The UKGC has been tight-lipped regarding the specifics of the investigation, citing that revealing details could compromise its licensing and enforcement duties. Furthermore, the Commission has not confirmed whether it received any complaints about Evolution's games on unlicensed sites, asserting that even acknowledging such information could hinder ongoing investigations.

Evolution has faced similar allegations in the U.S. before, particularly concerning the availability of its content in unregulated markets. A 2021 complaint by a New York law firm, based on an investigative report, claimed that Evolution's games were accessible in various sanctioned countries. Following this, Evolution's market value plummeted by over $3 billion, prompting the company to sue the law firm for defamation.
