The Finance Minister of Curaçao has ordered an investigation into the annual payments of $4.64 million made to Maltese consultant Mario Galea or his company, Random Consulting Limited (RCL), by the gaming regulator CGA.
According to the minister, this amount exceeds 35% of the country's revenue from the iGaming sector. He demanded to clarify what services justify this payment, where the database of licensees is located, and whether the government selected the contractor through an open tender.
In response, RCL labeled the minister's figure as inaccurate, stating that since the start of their collaboration in 2022, they have received a total of €3.43 million, as reflected in their financial statements. They also noted that some payments were deferred at the government's request during the launch of a new regulatory system.
The company develops and maintains the CGA licensing portals and the domain monitoring system. According to RCL, the 617 active licenses generate over €29 million annually for Curaçao.
RCL has demanded that Minister Cooper disclose the source and calculations of the stated amount, publicly correct his statement in the absence of evidence, and investigate the disclosure of confidential agreement terms.
