Brazil's AGU Demands Google Remove Illegal Casino Tutorials

The Attorney General's Office of Brazil (AGU) has issued a non-judicial notice to Google, demanding the immediate removal of YouTube channels that teach users how to create illegal online casinos.

According to the AGU, these channels publish tutorials on how to set up online casinos and marketing strategies for the illegal Brazilian lottery game, jogo do bicho, which involves betting on animals. The issue was highlighted by the fact-checking agency Agência Lupa, while the notice was prepared by the National Prosecutor's Office for the Protection of Democracy (PNDD) within the AGU.

The AGU estimates that the channel creators pose as digital marketing agencies while freely disseminating unregulated gambling content and encouraging practices that are punishable under the 1941 decree-law. Additionally, the content disregards Law 14.7902023, which requires prior approval from Brazil's Ministry of Finance for fixed-odds betting, and violates YouTube's own rules against facilitating access to unlicensed gambling sites. The agency warned that inaction could lead to joint civil liability for Google.
