Brazil's Lula Blocks Online Betting for Debt Restructuring Participants

Brazilian President Luiz Inácio Lula da Silva has announced that individuals participating in the Novo Desenrola Brasil debt renegotiation initiative will face a one-year ban from licensed online betting platforms.

This announcement was made during a Labor Day speech broadcasted on national radio and television on the evening of April 30. The program is set to officially launch today, Monday.

President Lula stated, "Anyone who joins the new Desenrola Brasil will be blocked for one year on all online betting platforms. While our government did not permit gambling to enter Brazil, it is our responsibility to impose limits on the damage it has caused."

Novo Desenrola Brasil is an updated version of a previous debt relief policy aimed at alleviating financial burdens on households, particularly those with high-interest debts like credit cards and overdrafts. The initiative also allows for the withdrawal of funds from the FGTS, the Service Time Guarantee Fund, to settle debts.

This decision follows a report from the Federal Revenue that highlighted Brazil's licensed betting market as a significant source of government income. On April 28, the agency revealed that licensed betting had generated R$ 3.4 billion (approximately $683 million) in revenue during the first quarter of the year.

This figure represents a 123.7% increase from R$ 1.5 billion during the same period last year, indicating that revenue from this sector has more than doubled year-on-year, according to official statistics.

The surge in revenue has been attributed to the introduction of new regulations governing the operations of betting companies. Funds collected from this sector are allocated to various areas, including security, tourism, and sports.

However, industry experts caution that the proposed one-year ban will only affect regulated betting companies. This raises concerns that those impacted may turn to illegal platforms, which do not offer the same safeguards found in the licensed market.

In March, Lula da Silva called for new legislation targeting online casino games, linking gambling addiction to financial stress within Brazilian families, particularly affecting women. He remarked, "Another tragedy affecting Brazilian homes is gambling addiction. While most addicts are men, the burden often falls on women. Funds meant for essentials like food, rent, and children's education vanish in the blink of an eye on a smartphone screen."

He emphasized, "Land-based casinos are banned in Brazil. It is illogical to allow gambling games like 'Jogos do Tigrinho' to infiltrate homes, putting families into debt through their mobile devices. We will collaborate with the Government, Congress, and the Judiciary to ensure that these digital casinos do not continue to financially burden families and disrupt homes."
