Bally's has made significant revisions to its construction strategy for the mixed-use development adjacent to the Athletics' new ballpark in Las Vegas. The updated details of this three-phase project were presented to the Clark County Commission on Wednesday.
The commission has granted land-use permissions for 26 acres surrounding the ballpark, as reported by the Las Vegas Review-Journal. However, this approval does not encompass the entire development site; it specifically pertains to a mixed-use podium located at the northwest corner of the property, along with a parking area and a 2,500-seat theater situated in the southwest section.
On September 16, the commission is set to review permits for the proposed hotel-casino, which also requires approval from the Federal Aviation Administration due to the planned hotel towers.
According to a source familiar with the situation, an unnamed group has shown interest in potentially acquiring Bally's ambitious $1.1 billion project. Should a sale occur, the development rights that have been approved would transfer to the new owner.
Clark County spokeswoman Jennifer Cooper stated, “The Board today considered for approval the portion of Bally’s application that includes the parking and podium development to ensure the public has a safe way to get from the public sidewalks and pedestrian bridges into the stadium.”
Cooper also noted that the towers linked to Bally's application have not yet received FAA approval and were not included in the current approval process. She added, “For context, entitlements are associated with the land, not the developer, so should Bally’s not move forward with the project, another developer would be able to use their entitlements.”
If the potential sale does not go through, Bally's officials remain optimistic that their financial partners are ready to commence construction on the northwest podium, as indicated by the source from the Las Vegas Review-Journal.
Phase 1 of the project encompasses the Athletics' $2 billion ballpark, a parking garage with 1,500 spaces, and a central utility plant. The 33,000-seat ballpark is on track for completion by late February 2028.
Phase 2 focuses on the northwest podium, which will feature a three-level parking garage with 953 spaces beneath a plaza that will host retail, dining, and entertainment options.
This phase will also include the 2,500-seat theater and a temporary surface parking lot with approximately 532 spaces located between the northwest podium and the theater.
Future phases will introduce a casino resort positioned between the podium and theater, along with additional parking facilities.
The ballpark will utilize nearby MGM Resorts properties for parking on game and event days, similar to Allegiant Stadium and T-Mobile Arena. MGM Resorts boasts over 30,000 parking spaces within walking distance of the three event venues.
Construction of the Athletics' Las Vegas ballpark is currently progressing at the former Tropicana site, with the structure now forming a complete circle and reaching the planned seating area's highest elevation.
Designed to accommodate 33,000 fans, the ballpark remains on schedule for completion in late February 2028. The Athletics have submitted building permit applications to Clark County for the southeast parking garage and utility plans. Additionally, Bally's has filed permit applications for initial work related to the northwest podium and theater.
