Arizona Cracks Down on Five Illegal Online Gambling Operators

The Arizona Department of Gaming (ADG) has taken significant action against five online gambling companies, ordering them to cease operations within the state. The department claims these operators engaged in illegal gambling practices, thereby putting consumers at risk.

The companies that received cease-and-desist letters include BetOpenly, Bookmaker, Club WPT Online Poker, Kutt Inc., and Raffle Creator.

According to the ADG, these enforcement actions relate to serious allegations, such as promoting illegal gambling activities, running unauthorized enterprises, and potential money laundering.

Jackie Johnson, the Director of the Department, stated, “Arizona is taking decisive action against illegal gambling operators that put Arizonans at risk.” She emphasized the agency's commitment to protecting the public and urged the operators to stop their activities immediately.

Under Arizona law, gambling is generally prohibited unless explicitly authorized by statute, with the legal gambling age set at 21.

The ADG alleges that BetOpenly was involved in sports betting and casino-style games while profiting from commissions. Additionally, it is claimed that the platform allowed individuals under the legal age to participate in sports wagering and daily fantasy sports contests without the necessary licenses.

Bookmaker is accused of accepting bets on horse racing, sports, and casino games without state approval, as online casino gaming remains illegal in Arizona.

Furthermore, Club WPT Online Poker allegedly permitted Arizona residents under 21 to enter pay-to-play online poker tournaments for prizes. Regulators noted that the platform’s “no purchase necessary” language was misleading, asserting that online poker is not legal in the state.

Kutt Inc. is said to have accepted deposits from Arizona users and facilitated betting on various events while also offering casino-style games. Officials argue that it does not qualify under Arizona's social gambling exemption, as a third party reportedly profited from these activities.

Lastly, Raffle Creator is accused of failing to meet Arizona's legal standards for nonprofit raffles and allowing individuals under 21 to buy tickets for prize drawings.

The ADG warned that these operators might face further legal consequences, including criminal charges or civil enforcement actions. Additionally, the department may seek restitution for affected consumers and pursue the forfeiture of funds linked to these illegal operations.

As part of its “Check Your Bet” consumer awareness campaign, the ADG encourages Arizona residents to ensure that any sportsbook or fantasy sports platform they use is listed on the department’s approved operator list.
